VARA and CAPA (Visual Artists Rights Act, and California Artists Protection Act) require, among other things, that artists must be given 90-days advance notice before a property owner can take any action that may destroy or damage a qualifying work of art. Arts organizations, council district offices, artists, curators, architects, property owners, businesses, and various community non-profits have opened mural applications and list themselves as "applicant" and oftentimes sign the "maintenance and responsibility" section.
